Ray Milland

When Bob is being chased round the Washington hotel room, he grabs the chandelier and pulls out a bottle, saying "Ah! Ray Milland must have been here." Is this a reference to The Well-Groomed Bride (1946) which featured Ray and a champagne bottle, amongst other.

No its a reference to THE LONG WEEKEND, a film in which Milland played an alcoholic who hid bottles everywhere, he may have won an Oscar for the role also...

Almost, It's The Lost Weekend.

At one point in Lost Weekend, I believe Milland's character actually hides a liquor bottle in a ceiling light fixture[not a chandelier]-correct me if I'm wrong, and I'm pretty positive he did win that Oscar for the role of Don Birnam.

Yes, in The Lost Weekend, Milland's character hides liquor bottles in all kinds of places, including one hanging out of a window on a string. One of the most dramatic moments is when he thinks he's run out of liquor and then looks up at the ceiling and sees the shadow of a bottle that he's hidden in the overhead lamp.

And yes, he won the Oscar for Best Actor for his role in The Lost Weekend.
