That site is either illegal or it is a sting site set up to catch pirates. The fair use law allows an individual to keep one copy for personal use; but it does not allow an individual to sell copies or give them away for free. If that site were legal, they would be paying a license fee and passing the cost along to their customer. Also, they are making a profit because their "postage" fees are way too high to be nonprofit.
