Did he have credentials or was he just an opportunists character in the movie?

Although it isn't made clear I assume that he was mistaken for an important anti-Nazi at the party and simply took advantage of the error.

Any thoughts on his "stumble" into the Honorable Betty Cream's room? With cologne and hair combed, it appeared to be a pass, with he and Betty both covering up once her scream attracted attention.

And if that was a pass, when did he really fall for Cluny? After Betty rejected him?

I don't quite grasp either of those sequences.
