Name of Song, Singer, Year heard in a 30 second clip of move

At about 12:00 to 12:30 into the movie, a song is on the the radio before BBC Home shuts down.

I am assuming the song is from 1939 or 1940.

Lyric searches based on fragments of the song have been fruitless.

Any help would be much appreciated.
