you know the part where a hand appears and starts drawing a waterfall, then colours it? it's really colourful and set in the jungle, then the green parrot walks down some steps made of earth. there's a song that plays right there and i dont know what it's called. anyone have any idea?

Wrong film. That scen was in Saludos Amigos.

Yes, you are thinking of Saludos Amigos. The song is 'Aquarela do Brazil' (= 'A watercolor of Brazil'), sometimes just called 'Brazil' (and was used extensively throughout Terry Gilliam's movie of that name).
