Despite being produced during WWII, no mocking (or even reference) of the Axis powers took place at all.

It was aimed more at improving relations between Latin America and the USA. A war reference would seem out of place in a film like this... what would they say? "Ah, Bahia--here, we are far, far away from that mustached fellow, and there are no Japanese people in sight!" I couldn't imagine it. Now, if it were Daffy Duck instead of Donald, and Warner Bros. instead of Disney, that would be a different story.

And not every movie made during WWII had to have a War Reference.

While there were a number of films referring to the War (either to drum up Patriotism or National Support), many didn't because people wanted to go to movies to try to forget the War, at least for a little while.

The purpose of Three Caballeros was to improve relationss with Mexico and South American countries. The underlying message was to gain Allies during the War, but the Overlying message was that we could all be Friends.
