Nose Bag?

I know this is supposed to be "feed bag" as in eating something, but not sure. Anyone know? Also, what is in the cup that the crew is "spinning" a spoon in at the saloon.

It's a Mexican molinillo, used to froth a hot beverage. I don't know what they are drinking, but it is usually used for making Mexican hot chocolate.
