Probably since the 1960's when Sarah Palin jumped over the border for Canadian health care. hahahahahahaha.

Though Skagway is in Alaska, it was (and still is) the primary ocean access to the Yukon. Most prospectors arrived at Skagway (or neighboring Dyea, now abandoned) by sea, then went over mountain passes to the Klondike from there; in fact, they made Skagway the largest town in Alaska Territory during the gold rush. (In 1900, shortly after the rush ended, it became Alaska's first incorporated city.) Thus, it's entirely plausible that the characters spent part of their time in Skagway.

Also, the Alaska-Canada border was disputed in the area at that time; Canada claimed Skagway as its own territory (though in British Columbia, not Yukon). It wasn't fully confirmed as Alaskan territory until arbitration in 1903 established the current boundary.
