The music credit lists 3 names: Franz Waxman with William Lava & Carl Stalling who both wrote music for Warner Bros. cartoons and it shows. there's plenty of frenetic cartoon-like music in tHBaM. I think it's entirely appropriate and very well done.

yessir..lots of "almost" Raymond Scott during the coffee climax, and even The Merry-Go-Round Broke Down when Benny first goes to the carnival
