I think it was simply a usage born of mutual affection. Tumulty had gone to work for Wilson when he was elected Governor and the form of address just stuck. It was a symbol of the closeness of the two men, kind of a private tie between them.
I recall seeing Tumulty's memoirs many years ago, wherein he constantly referred to Wilson, then long dead, as "my master".
