Translation of Willie's 'Ya Ya' Song, Please

What is he saying there? And if anyone has any history of the tune itself, that would be welcomed as well.

I don't know how many tunes Willie sang while he was rowing, so I will specify it is the first one he was singing, going 'ya ya, ya YA, . . . . '
