The Nazis are shown at the beginning of the film, and it's stated at the end that the Nazis attacked Warsaw, but that most of its citizens eventually died from illness and starvation, "not the Nazis." So it was mentioned a few times.
Whatever the Soviet involvement was at the time, the film was made in 1944, when the Soviets were still officially U.S. allies, so no blame would have been pointed at them at that point. After the war, of course, the Soviets descended on Poland like a pack of hyenas. Even during the war, they managed to pull off a few schemes such as the Katyn massacre, which they cleverly blamed on the Nazis. It's only been relatively recently that they finally, and reluctantly, took the blame for that incident; the memorial service which was to take place this year for the Katyn slaughter didn't happen due to the plane crash that killed the Polish President and many other members of the Polish government, who were on their way to attend it. Putin probably wasn't too broken up about that.
