Similarity to 'Crash dive'

The plot of this film is almost exactly the same as the US film "Crash dive", apart from the love triangle bit. The two films were released at almost the same time from what I can make out (April and May 1943).
Can anyone shed any light on why this is? To me the similarity goes a bit beyond the fact that they may both have just been following similar stereotypes and formulas.

Allied propaganda effort.

During the war, there was a shortage of scripts:)

It would not be very entertaining for a submarine to go wandering around trying to find something to sink. Therefore submarine films must have a focus and what is more obvious or logical than having the submarine chase a particular ship? Therefore it is probably coincidence that both films have a similar theme as the theme is an obvious one.

most of the second world war submarine movies have very similiar plots - just take a look at "Torpedo Run" - sub chasing the new Japanese carrier...

I guess some scripts were shared for war propaganda purposes.

Its that man again!!
