Herbie, hard of hearing

It's clear Herbie was hard of hearing the way everyone yells everything at him. So if he's hard of hearing, how could he hear Young Charlie banging on the garage door to get out?

He's hard of hearing, not deaf. Banging on a garage door makes a lot of noise.
