Was Louise, the waitress, deliberately speaking in a monotone or was it just bad acting?
Reality is Nothing - Perception is Everything!
It was part of her character. Louise was "Charlie's" age, and yet she seemed 20 years older. It was a quick glimpse of the difference between "The Haves" and the "Have Nots". It also pointed up Uncle Charlie's cynicism about "The foul sty" the world had become, and the "swine" who lived in that world.

I do hope he won't upset Henry...
Personally, I wanted to see more of Louise. Her character was very comical to me.

I thought her behavior was very strange. First of all, she acted like she was stoned. Secondly, what waitress
would but into the customer's business by picking up the ring? If I was Charlie, I would have grabbed it out
of her hand! The ring was none of her business!
