What happened In the final shot? (SPOILER)

I saw the movie on GET-TV, so it may have been edited.

While the Crime Doctor was still in the basement of the nightclub he hears "We caught three people trying to escape. We put them in a squad car." There follows the sound of a siren, and he rushes up the stairs. In the final shot we see a car with flames pouring out of the interior. The pyromaniac character is standing before the car, and he says "I guess I'm just clumsy with matches."

Was that the aforementioned car containing the three people who had tried to escape? If so, did he deliberately set it on fire, burning them to death in revenge for previous events in the film?
