That this cartoon and "Pigs in a Polka" were originally planned as one 2-reel cartoon by Leon Schlesinger (with all 3 segments equal length), but this plan was rejected by WB because of budget concerns (resulting in the two cartoons as we know them)?

I think so, because both of these cartoons were Fantasia parodies, and thus are very similar to each.

Tell me your thoughts on this theory.

It's possible. We do know that Robert Clampett wanted this cartoon to be longer. He hoped to make an ambitious parody of Disney's gargantuan project, but ended up making the usual 6-minute-cartoon. (Well, usual is the wrong word. A Corny Concerto is an outstanding short.)

Clampett's hopes for an ambitious parody of Disney also failed when tried to make a two-reel parody of Snow White. Once again, he ended up with a six-minute film, Coal Black and de Sebben Dwarfs.
