His accent is what was once called a "cultured" accent as used by the snooty highbrow upper crust sect. A slightly more contemporary version can be found in the voice of Jane Wyatt, who played the mother in the 1950's series "Father Knows Best", and Mr. Spock's human mother Amanda in the "Star Trek" series.
