Cigarettes

Does anyone know if this is the movie where George Raft (I'm almost positive it was him) goes into a shop in the Middle East and asks the clerk for a pack of Polo cigarettes? The point is that Raft writes the word "Polo" on a slip of paper and the clerk reads it upside down, transposed, which apparently spells out a code word in the clerk's language which he is waiting to see and realizes Raft is the contact he's been waiting for. It sounds like Background to Danger is the perfect milieu for this type of thing to take place.
