Judy Garland look-alike?

While watching this film, I was surprised that one of the young-ladies passing Jean Arthur and Ronald Colman on the street (59 minutes into the film) looked to me like Judy Garland. Of course, I know that this film was made in 1942 and by that time Judy Garland was already a star. Yet, seeing this person turn and face the camera compelled me to recheck the year of this film.
I was wondering if anyone else had noticed it.
