Who is 'Wilbur' (Fields episode)?

In the restored W C Fields episode, I can identify most of the important actors who appear (Phil Silvers, Margaret Dumont, Marcel Dalio, etc.). The only one I can't identify is "Wilbur," who sits near Ms
Dumont at Fields' drunken temperance lecture. This Wilbur (seen in close-up) has a goofy look on his face, has wild black hair and mustache, and reacts hilariously when Dumont tells him to open a window: he picks up a vase and smashes the window to let in some fresh air! Who plays this role? Thanks from Prof Steven P Hill, University of Illinois "S(DASH)HILL4(AT)ILLINOIS(DOT)EDU"

According to a French source this is the cast of that segment, but the role of Wilbur is not identified, and none of the remaining actors seem to have played that part:
W.C.Fields (Prof. Pothlewhistle), Margaret Dumont, (Mrs. Langahankie), Jerry Bergen (James), Phil Silvers (Santelli), Marcel Dalio (Charlie Santelli), Chester Clute (Mr. Langahankie), Edgar Norton (Richard, the butler), E.E.Clive, Dot Farley, Gibson Gowland, Julia Griffith, Rondo Hatton, Ellinor Vanderveer. I do not reconinze Gowland, Hatton and Clive among the guests.

I am trying to find the restored version of this film on DVD that even HAS the WC Fields scene. Where did you find it?
