Who is the actor....?

There is an actor who played "Mr. Scroggins" in Loco Boy Makes Good, who is unidentified, and uncredited. He also played the rich old man in a wheelchair in Some More of Samoa, who hired the Stooges to find a "mate" for his Persimmon tree. He's uncredited in both shorts. Any idea who he is?

Also not credited in this is the old lady who runs the hotel.

See the credits. Her age certainly makes her a candidate for this role.
