Are we supposed to assume the confidential papers the Japanese diplomat were carrying were pertaining to the Japanese attack on Pearl Harbor? He said he had to be there in early December.

IMO, nope he was just a low level diplomat who was being recalled back to Japan.

If they had meant that, they would have had to have added it at the very last minute. The movie was made in 1942, w/ Pearl Harbor Dec 7, '41. As the Japanese diplomat got on the plane, I swore that the pilot (or whoever he was) at the door to the plane gave him a dirty look.
