Though not entirely clear, the singer might be Steffi Duna, a Hungarian singer/dancer/actress under contract at RKO, who looks like the uncredited girl. She formally retired as a star in movies around 1940, when she married her last leading man, Dennis O'Keefe, but she played a wide variety of exotic characters. One of her most memorable roles was that of the cocktail waitress in THE GREAT MCGINTY'S Banana Republic bar, which would fit a theory of mine that Writer/Director Preston Sturges was a much greater personal and artistic friend and model for Orson Welles than is generally acknowledged.

It might be worth further research on your part.

2 different women in question.

There is an extremely good looking woman sitting at the table; she's the one who
asks for money to stay. Long dark hair. She looks Armenian to me but who knows.
Boy do I wish she would come back :-) The singer is different, shorter hair, different
look, could well be Steffi Duna but not credited. She's behind them, exiting stage
while they talk.
