It's a mixture of the term 'saboteur,' one who sabotages something, and the racist term 'Jap' often used to describe the Japanese during the WWII era. If you'll note, it's not the saboteurs who lable themselves as Japoteurs, but Lois Lane who labels them as such in her article.
