Can someone authenticate the George Washington speech regarding tyranny that was pulled from the old boot and supposedly dated November 10, 1777?

shareI couldn't find a speech regarding that subject on that particular date, but I found this on the internet:
His “Plan No. 2 for the Organization of the Militia” was communicated to the Senate, on the 21st of January 1790. This lengthy Plan was permeated with the proposition that it is the direct duty and responsibility of the people themselves to guard against tyranny from within government.
Let's not forget this was a work of fiction. Sometimes movies will reference a real speech, like the Gettysburg address, within a fictitious story but just as often the referenced work is also made up.
That said, I didn't understand why a speech in a boot was proof that Washington had actually slept there. At best it means he was in the area but even that is not proven by a speech in a boot. Assuming such a speech was authentic anyone could have gotten their hands on it and disposed of it there at any point prior to it being found.

Even if this will be gone in a couple of days. Have to remember what was going on in the world the year this movie came out.

The boot with the speech buried near the house doesn't prove that Washington slept there; however, it is a piece of evidence that supports the story that he did. Sometimes that's about as close as you can get with archaeology. What I wonder about is how a piece of paper, let alone the boot, remained in such good condition after 150 years buried in damp soil in that humid climate.
shareI listen to a speech like that and, even if it is fiction, I have to think we will never hear anything like that from the maroon in the White House now.
