Jack Haley, the Tin Man from The Wizard of Oz. Monte Collins looked a little like Haley.
Yippee: "For king!"

I can see it, especially when he...she...he..says "a letter for Curly." Looking at photos on Google, not so much. also in the scenes along there it looks like he's covered his mustache instead shaved it. looks like he really enjoyed the part and just guessing, I think he wrote the gags and scenes up to the out west scenes. They were justfrantic and one joke after another.
