What's with Skipper the dog?

I came in late to the film on Svengoolie tonight--what's the deal with the dog? Did he belong to Scot before Scot got executed? Is that why he follows the gorilla around? 

You know, Burke, I don't know which species is worse. 

Yes, Skipper is introduced early on, was particularly fond of Scott Webster, played little tricks with him, and some of this is repeated, or half-repeated, in the latter half of the film.
