Obscure movie about electricity-conductin g man from the '80s

I've an obscure movie I can't seem to find, the name of which I can't remember.

I've never seen it, but remember it from one of those movie-reviews-for-kids shows that were on Nickelodeon 15-20 years ago back when it wasn't the "Fairly Oddparents" channel. Basically, the movie was about a man who could store up and channel electricity, which he uses to help people with nerve pain (a la http://ezinearticles.com/?Healing-With-Electricity&id=1468492). This of course gets him in trouble with the medical community as some sort of holistic quack. Not surpisingly, the reviewers complain that this is a boring drama, a sort of pre-"Patch Adams".
