Help With A Movie?

I saw a B&W movie on TCM can't remember much or the name.

A small time crook gets killed and winds up in hell. His guardian devil brings him back to earth to do evil deeds. He refuses, does the opposite and becomes friends with the reluctant devil. I remember they used a sidewalk freight elevator to exit and enter hell.

It was very much like Mr. Jordan.
