In the world of the film I would say 1)
However, from Chaplin's point of view the film ends the moment that he begins his famous speech. Chaplin is addressing the audience directly and essentially saying: 'what happens next is up to you'.

They might have temporarily called off the invasion but somebody would have caught on- especially as I assume the barber and Schultz would have fled the country.
