Clint Eastwood's 'Changling' score plagiarized Steiner's?

Just watched "City For Conquest (1940)" on TCM and was immediately struck by the eerie similarities between Max Steiner's NY Rhapsody from "City For Conquest" and Clint Eastwood's score for "Changeling". They're exactly the same.

It's only really the main 4 notes on the piano that are the same, the rest is totally different.
