Well Lincoln in this film seems to enforce his views of the law with the threat of violence. At the begining when he was helping the two men solve a dispute he threatened to smash their heads together when they wouldnt comply...later on when the group was trying to break into the jail to hang the two boys he said he could take anyone on in a fight.
