Music for Topper Takes A Trip

The incidental music is amazing similar to incidental music from Wizard of Oz. But I can't seem to find any composer connection. Is it just a musical coincidence? Or did the film composers of the time just "borrow" from any one and every one?

Marvin Hatley was credited with composing the soore for "Topper Takes A Trip". He was a marvelous, unsung composer who did his best work at the Hal Roach Studios, composing and performing music for the shorts and features done by the studio. This is one of his very best scores.
