Was There A Real Doctor X ?

Strange how the disclaimer, usually in miniscule print at the bottom of the credits was given a full-screen treatment before the title. Was Doctor X based on some real Mad Doctor who tortured babies? Did it bring B. F. Skinner to mind for anyone else?
