Intended to be a feature?

This cartoon stands out from all the other WB cartoons of the era. It was probably one of the most expensive of the time, and almost took up an entire reel. This led me to think:

Was Old Glory planned as a full-length animated feature, but later reduced to a 1-reel short because WB and Schlesinger would not hear of it?

I think so. If you think about it, other studios wanted to follow up on "Snow White's" success and make features. But at the time, the only studio other than Disney who wound up making a feature was Fleischer. But of course, Chuck Jones was a heavy follower of the Disney style back then, and so he might have thought it was natural to do a feature.

According to Leonard Maltin's Of Mice and Magic, Old Glory was "commissioned by Warner Brothers to accompany its ongoing series of live-action shorts on patriotic and historical themes." I have a hard time imagining this project ever being considered as an animated feature. Would it be a 90-minute history lesson with rotoscoped actors? Another Chuck Jones project of the time, Tom Thumb in Trouble, would have more potential for a full-length story.
