It was Sam Parker, a radio announcer. he won a contest for the voice part.

Funny, I just saw the film and, at first, I thought it was Bing Crosby's voice. He and Gary Cooper both have a similar deep, relaxed tone to their voices.

The interesting thing is that, according to the Fleischer Studios website (http://www.fleischerstudios.com/gulliver.html), the studio was originally considering combining the animated Lilliputians with a live-action Gulliver. Their two top candidates for the role of Gulliver? Bing Crosby and Gary Cooper!
