There is no incest! Mickey Moran (Mickey Rooney) and Patsy Barton (Judy Garland) are not related, though they have presumably known each other all their lives. Mickey is the son of washed-up vaudevillians Joe and Florrie Moran. Patsy is the daughter of Mrs. Barton, a performer who is the widow of a minstrel man.

However Mickey does have a sister, Molly (Betty Jaynes). Maybe that is where you got the idea about incest.
