Help me understand the "12-block radius" thing.

So, Mr Kirby "intends to buy up a 12-block radius around a competitor's factory to put him out of business" (source Wiki)...

Why would the competitor go out of business if the blocks around his factory is owned by Mr Kirby?

Kirby would not block the factory physically... the streets don't belong to him.

I don't get it, please help me.
