What was the (real?) silent film at the opening?


Since most here just saw this on TCM, what was the few minutes of what looked like real silent era footage at the begining? It didn't have Joseph Cotten or Virginia Nicholson in it.
Was it from the 1919 Paramount movie? Was it also something Welles was going to use in his stage production?

Whatever it was, it looks like Welles was using it to show what happens when the playboy gets caught. Everything else (with Cotten) shows what happens when the playboy eludes capture.
