The San Francisco public library has a copy of the Interama VHS from 1988 that has subtitles (I just watched it on July 6, 2015). I think there was a Kino release produced after that that doesn't have subtitles.
One could use Elgato Video Capture to connect a VHS player to a computer and make a digital copy with the subtitles. There are "new" (unopened) and used copies of the Interama VHS from 1988 on Amazon that could be bought for this purpose, but they're pricey.
Here's the description at Amazon that mentions the Interama and Kino releases. The Interama release was produced 50 years (1988) after the film was made (1938).
