I couldn't find him listed in that cast, but was Topper's chauffeur played by Eddie Anderson ("Rochester" from Jack Benny's show)? If not, then who?

In TOPPER RETURNS Eddie Anderson played Topper's chauffeur.

It could be stuntman Harvey Parry who doubled Harold Lloyd in the long shots of Safety First.

It could be stuntman Harvey Parry who also doubled Harold Lloyd in the long shots of Safety Last. He's the last credit (drove car) on IMDB listing.
