R.G. Armstrong Clone?

Or maybe it's more correct to claim R.G. Armstrong was a clone of this guy.

A little under 45 minutes in, when they're at the Stock Exchange and they just announced the 50% dividend, the camera cuts to 2 guys. The first guy says "Whoever heard of a 50% dividend?". The second guy says "Nobody, but it makes Erie the best buy on the market".

The second guy is the one I'm referring to. He looks and sounds exactly like R.G. Armstrong. Does anyone know who he is?
