Which character was Effie?

Does anyone know which character was Effie? I was interested to see that Joan Hickson (Miss Marple) played that role, but then I couldn't remember which woman she played. Any pictures I've seen of Joan Hickson show an older woman that I couldn't recollect from the film. Was Effie the one sitting on the throne just before the great disaster?

I believe she was the woman who hated her freckles. I'm pretty sure I remember her being addressed as "Effie" by Maggie.

Egads she appears early on in the movie...13:10 minutes in the haberdashery. She is the first one who speaks.
