Not enough lifeboats?

I thought after Titanic, all ships were required to have enough lifeboats for all passengers, but the ship in this film didn't?

There was a mention that some lifeboats were damaged in the collision. Sure must have been a lot of them damaged judging by the number of people left stranded on the ship.

Well, the collision scene makes a big show of how much ice spills onto the deck and how destructive it is, so I guess other than spectacle one purpose was to help explain the necessity of passengers staying behind. If you remember, a large chunk has smashed right into Jean Arthur's stateroom and knocked her unconscious. The ship looks to be resting against the ice at about its midsection, so if the ice smashed all the boats on that side up to that part of the deck, that could be as many as 25%. A strong list could render the boats on the other side unlaunchable, though you'd think that with all those hours sitting around waiting, the could have found a way to use them. The rest I guess must be left to creative license and suspension of disbelief.

Over the intercom it is mentioned that lifeboats 1 through 8 were destroyed.
