Discovery about Prof. Norton's machine!

The machine Prof. Norton has that predicts & prevents earthquakes, and also picks up signals from Atlantis (what a machine), was also used by Dr. Tito Daka in The Batman serials made by Columbia in 1943. It even operates with the same sparks and rotating lights. But in The Batman serial it makes a human into a mind-controled zombie.

Anyone know if there was a partnership between these two studios back then? Or if Columbia took over some of Republic's props?
