What a weird movie

The first few minutes of this movie had me thinking it was a romantic comedy, I was prepared for the meet cute on the boat and the prince and princess find out they really are in love around the time they discover who each other is. But this veered way off that, and I never could decide if it was a mystery-thriller, comedy, drama, or what.
