The technical details of the movie say that it was shot entirely in the studio. At least some studios had large tanks for pirate movies and so forth, so it could be real water and a fake sky.

Wow, if they did all that in a studio, that's impressive! Watching the movie, I never once considered any of the technical aspects of how any of it was done. I just felt they were really in China, on a luxury liner, in court, and in the Randall's home.

For me, noticing the scenery but not needing to focus too much on it is the sign of an exceptional art director. I appreciated the fact there were actual Asian actors in the movie and not people made up to look Asian.
