I basically agree with you there. It is one of those dime a dozen short action movies with a romance on the side for flavor, save Cagney's performance. Although it may be of interest to history buffs as the film is pretty dated. I'd give the film extra credit for the subject matter--I've seen G-men films, T-men films, but never one to do with the weights and measures bureau.
And I did get a laugh when the shot opens with Cagney and his fiance having an intimate scene in what looks like their apartment, only to be interrupted by a voice and the shot opens up to reveal that they are actually in the living room set of a furniture store.
