What's the deal with the runtime?

It's supposed to be 95 minutes long but my DVD is only 66 minutes long. Is the long version a director's cut or what? And should I then get that one?

I just finished watching it on YouTube (https://www.youtube.com/watch?v=_ORqGVIK7-M) and it ran 70 minutes.
